Supports MD in day to day activities in relation to Communication and Public Relations. Must be aware of the Company activity in real time. Keep close relations with all Company Directorates, Shareholders and Stakeholders.

Validate with Legal Advisor all external communication proposals. Coordinate all VIP visits

Develop a marketing communications plan for the Company including strategy, goals, budget and tactics Evaluate opportunities for partnerships, sponsorships and advertising on an on-going basis

Monitor, analyze and communicate PR results on a quarterly basis Communication Internal to the Company :informs personnel about happenings in the Company, make them aware of all relevant issues (plans communication, oversees the Intranet website, organizes internal events, develops theme-based campaigns, issue the monthly newsletter,…) - Issues communication material such as diaries, calendars, banners, and supports other entities

External to the Company: supports external communication from Management to provide a better understanding of the Company. Helps promote the Company in the country (open house days, media reception, press relations, press releases, press packets, welcome reception, oversees the Company Internet website,..)

Prepares and formats communication media (films, videos, intranet, brochures, posters, miscellaneous documents, etc.). Public & Media Relations:

Develop media relations strategy, seeking high-level placements in print, broadcast and online media Building relationship with Media and protecting the reputation of the Company

Fielding media questions and pitching stories to the media Preparing media kits and organizing press conferences

Writing press releases, and speeches for organizational leaders Develop advertising and marketing communications material

Devise advertising and promotion programs Prepare articles for corporate newsletters

handle crisis and emergency communications with the MDand Crisis Cell, as per the Crisis Management Plan, and in relation with Authorities, Shareholders and Stakeholders (Contractors,..)

Public & Regulatory Affairs:

Creating and defending a supportive regulatory environment for the Company when necessary

Ensure that the Company policies, strategy and objectives developed in the Company are in line with Azerbaijan law and practices

Regional Affairs and Corporate Social Responsibility

Managing relationships with regional stakeholders

Assisting the company in developing, managing and altering social responsibility policies Using internal communication to reinforce the company’s social responsibility policies

Reaching out to the public via PR and marketing to deliver the message of the company’s commitment to social responsibility Working on company branding strategies


With regards to the JOCAP organization, Managers have overall responsibility for implementing the JOCAP HSE Management System within their particular department/sections. As such they are responsible for:

Demonstrating that the HSE Policy and HSEMS are implemented within their respective disciplines

Reporting on performance against HSEMS Performance Measures on a regular planned schedule

Approving the annual HSE objectives for all personnel within their particular department/sections

Providing the necessary means: sufficient, trained and competent staff - adequate installations, equipment and tools and ensuring that work conditions result in minimal risk of personal harm - adequate emergency equipment and means for personal protection - maintaining resources for handling emergency response

Carrying out supervision within reason: providing supervisory staff to ensure compliance with Standards, Company Rules,

Instructions and Procedures as well as applicable legislation by all personnel and Contractors under their supervision

Monitoring and reviewing relevant Activity Flowsheets as defined in the HSEMS Manual.

Their duties and areas of authority are:

Ensuring compliance with the conditions set forth in the HSE Documents of the installations Showing visible commitment by regular visits to installations/facilities

Promoting and stimulating safety awareness,

Either chairing or participating in HSE Committees

Leading/participating in the Company Emergency Organization

Preparing the required periodic reports on activities for submission to authorities

Reporting and investigating accidents or incidents, which occurred under their supervision Initiating corrective/remedial action as a result of findings of investigations

Notifying relevant staff about accidents or incidents


Close teamwork with MD to be informed of the Company activities and advise him on any subject when requested. PR and Communication are essential for supporting the Company start-up.

Develop communication in a way to promote the image of the Company and its Shareholders SOA/SOCAR and TEPAb/TOTAL.


Proven working experience in PR required, at least 10 years in well-known Companies and 5 years in Oil & Gas industry Proven track record designing and executing successful public relations campaigns at both a local and national level

Strong relationships with both local and national business and industry media outlets

Experience in acting as a company spokesperson, comfortable and skilled in both broadcast and print media interviews Exceptional writing and editing skills

Solid experience with social media including blogs, Facebook, Twitter, … Event planning experience

BA/MA degree in Public Relations, Marketing, Advertising, Communications or a related discipline Fluent in English, Azeri and Russian (spoken and written)

Must be a confident communicator and presenter

Must possess excellent verbal and written communication skills Must possess excellent organizational and planning skills

Have a full understanding of media needs and media relationships

Be proactive, reliable, responsible and accurate with an attention to detail Possess the ability to keep information confidential

Tactical understanding of all primary social media platforms

Ability to work in high-stress environments, often for long hours

A wide degree of creativity and latitude

Self-motivated with a positive and professional approach to management

Proficiency in MS Office applications in particular Power Point for presentations, recommended knowledge in ADOBE creative tools like Photoshop, InDesign or XD and other specific software for the creation of films or videos
