JOB DIMENSIONS:

Within a team work context:

  • Contribute to the return on E & P investments, through the management of import/export process as per PSA to minimize exposures.

  • Guarantee the quality and effectiveness of the contract and procurement processes, in compliance with codes of practice, safety and environmental protection, all while optimising costs and lead times.

  • Ensure the suitability to operational requirements of contract and procurement procedures and documents and levels of responsiveness.

REQUIRED QUALIFICATIONS AND BACKGROUND:

  • Initial education: Engineering/commercial degree.
  • Professional experience (years): 2-5.
  • Others (prior experience requested): Contract management, procurement practices, high level of autonomy, good records of purchasing, logistics or/and customs/ forwarding.

OTHER OBSERVATIONS ON THE SPECIFICITIES OF THE POSITION AND ITS ENVIRONMENT:

  • Good knowledge of abilities of local contractors and operators, very firm commitment on the HSE aspects of plans, program, and procedures.
  • Management of the customs clearances for import/ re export of all equipment of Contractors and Company with a tight follow up of forwarding and authorizations.

ACTIVITIES:

  • Implement, manage and control the organization of contracts and procurement.
  • Prepare and implement necessary procedures for contract and procurement.
  • Contribute and collaborate in establishing contracts and purchases.
  • Ensure contracts and purchase done following established rules and procedures.
  • Keep updating supply and contracts needs; Plan and organize CFT and contracts.
  • Follow up and manage contract changes and claims with head quarters ad-hoc entities.
  • Follow up with technical entities the contractual relations with providers.
  • Assist other entities of affiliate and intervene at request.
  • Coordinate the work of freight forwarders.
  • Manage the process for Customs exemption Certificate by Contractors.
  • Ensure temporary and definitive importations and exportations (on behalf of contractors and company customs) are done in time with authorities.
  • Manage the local services support contracts (accommodation, transport..) for TEPAB.
  • Represent the company at State Migration Service, responsible for getting the temporary resident card and work permit for expatriate employees.

Observations:

  • For the preparation of the development phase manage local support services contracts and purchase in liaison with Corporate Services for synergy within the TOTAL organization.

ACCOUNTABILITIES, RESPONSIBILITIES:

  • Choose contractors and service providers.
  • Propose and implement procedures and tools.
  • Propose contracts.
  • Propose budgets.
  • Use SALSA.
  • Propose / approve recruitment.

Observations:

  • Keep the register of the company’s property and material assets, contracts and agreements and ensure their regular inventory and update.

REQUIRED SKILLS:

  • Bidding and contracting processes.
  • Contracting and Purchasing.
  • Specific IT tools.
  • Managerial capabilities.
  • Context of regulations.
  • Negotiations skills.

  • Team building, HSE commitment, multi-disciplinary approach and skills to be deployed.
